Hi,
IE does not support the JS File API which is necessary for Drag and
Drop. IE 10 supports it partially [1]. You may try to report a
bug/feature request at your browser's vendor.
It is supposed to work with FF however. Please file a bug report on [2]
and please mention output of the ownCloud Log and Webserver(/PHP) error
log as well as the ownCloud version in use.
