Thanks for your response!
Ya, that'd be good.
I think you could do it as an app, make a page that doesn't require
login, and call create user from the app. If you wanted admin approval
you'd want the app to be only visible to admins, which would be a
problem; I think it was mentioned recently on this list that you can't
have "admin only" apps.
I might be interested in building it later this year (my project would
be greatly improved if it had that), but my owncloud plate is
overflowing right now. :)
Thanks again for the response. I'll post again if/when I find time to
build this. :)

Hey Sarah, there’s no public create account page yet. We never did
that because in the beginning it was intended to have one ownCloud
instance per person. Now that there’s admins and groups and also
providers building these sign up pages themselves, it might actually
be a good idea to have a sign up flow built in. Maybe even with some
short description (akin to the first run dialog), and some process for
admins to activate users who signed up.
Are you interested in building that? I don’t know but it might be
possible to do it as an app. What do others think?

Nothing that I know of.
You could use the LDAP backend. There are open source projects for
easily adding users to LDAP.
