In the current situation tar.gz is the smallest issue people have to install 
ownCloud on a Windows server. (To be honest if uncompressing tar.gz is an issue 
- don't continue)

A much better approach would be to provide an installer package for Windows.

Let's see what will arrive the next weeks/month.
