%LOCALAPPDATA% is not part of the roaming profile (hint: LOCAL). This causes an empty ownCloud configuration when the user logins to another machine in the domain. The ownCloud config file should really be in %APPDATA% if you are using roaming profiles. I have no idea why the developers chose that location. Maybe someone can enlighten us?
