It looks like you hit a bug. Try the old style configuration:
<config>oxf:/app/logs/workflowLog.xml</config>
or the new style, but specifying a content-type:
<config> <url>oxf:/app/logs/workflowLog.xml</url> <config>text/xml</config> </config>
This will be fixed in 2.0.2.
