Yes, that is possible. By default oXygen offers also the XHTML elements when editing an XSLT document. You can change that to Formatting Objects or to a specified schema or DTD from Options->Preferences -- Editor -- Content Completion -- XSL/Xpath -- "Include elements defined in the schema" option.
