Yes, URI catalog entries are ignored at validation time. We plan to
remove this limitation of the XML catalog resolver in one of the next
versions of Oxygen / Author, released probably in a few months. Version
9.3 which will be released in one or two weeks will not fix this problem.

If I read this correctly, this means you ignore catalog entries for URIs at
validation time, which would explain why nothing is working. Is this the case,
and if so, do you have any plans to support URI links in upcoming versions of
Oxygen ?
