Hello,
The file chooser button that sets the value of the href attribute is
available in the dialog for inserting a conref opened by the action
Insert a DITA Content Reference (the Author toolbar) and also in the
dialog for inserting a topic reference opened by the action Insert Topic
Reference (the toolbar of the DITA Maps Manager view).

From the attribute editor you can use a file chooser to choose the
target
for the href and Oxygen will automatically create the appropriate
relative
path.
Not quite as convenient as you're asking for, but better than typing by
hand.
