I can't reproduce this problem with Eclipse 4.5.1 or 4.3.2.
Any idea when this broke or if it was broken from the start?
Did you maybe make any changes to the Windows theme/colors?
Can you please try with a fresh copy of Eclipse and Oxygen (and a new
workspace)?
