The dialog you are seeing appears because the Oxygen project you are opening contains project-level options that can temporarily override certain global application settings (such as framework associations, transformation scenarios, validation settings, catalogs, editor options, etc.). This is a security measure meant to prevent unintentionally applying configuration changes from untrusted projects.

Currently, Oxygen does not provide a way to review the project-specific option changes directly from the warning dialog that appears when opening a project. However, after the project is loaded, you can review all project-level overrides in: Options > Preferences.
On the other hand, project-specific options only apply while that project is open. When you close the project or open a different one, Oxygen automatically reverts to your global settings unless the new project also defines its own overrides.

It is a trusted source, obviously, and I can look in the XML to see that
some of the specified paths don't suit my system, but is there any way
within Oxygen to review what these options will change?  If there is, is
there also any way to selectively enable or disable options?

There's also no indication whether any of these option changes will
persist after I open a different project.
