Why isnt my .rdlc file copying to debug folder? Even with Copy Always

Hi All

In a vb.net VS98 solution

The start up project contains a file called TestReport1.rdlc

The output folder is bin\debug

The properties of the file are Copy Always

 

Yet the file does not copy

Has anyone run into this?
