Since the very first sentence of that wikipedia entry, "A *comma-separated values* or *character-separated values* (*CSV*) file is a simple text format for a database <http://en.wikipedia.org/wiki/Database> table", is at best poorly worded (database table?!), I wouldn't necessarily give too much weight to the rest it.
