I haven’t personally tried this, but you might take a look at: 
http://www.dbfview.com/index.html.

I personally use 010 Binary Editor (http://www.010editor.com/) for browsing and 
editing binary and text files with special and custom format files such as 
fixed format data files etc.  DBF is a text format and I have a template that 
defines the layout to 010 Editor, so you could browse a DBF file in binary/text 
mode at the record level and edit the data as well.  However, this doesn’t use 
the accompanying index files for record access, so it wouldn’t be very 
effective on huge DBF’s.
