I am not sure how good a fit this is with your situation but you could look at TX TextControl.
It is Rich Text control (3 flavours WinForms, WPF and ASP.NET) but it appears to have all the functionality you need with respect to mail merge, multiple file formats, export to PDF. It does not need either Word or Adobe.
