I can't really speak for the Windows team, but it will be very unlikely that 
any WinRT pieces will be back ported to earlier versions of Windows. Think of 
WinRT as a replacement for Win32 and similar to it, new features are not 
available downlevel.

I realise what RT runs on. But as for the asynch parts of .NET 4.5 which you 
posted about a few days ago, here - to have the Windows.Media namespaces 
available as a download would be über phantastische.

I have been reading the latest MSDN Magazine on developing for Windows RT. A 
simple example of its efficacy was given by Jason Olson (on page 21), for 
webcam capture in an application. Doing this has been a right PITA for me until 
now.
Searching the MSDN Dev Center, the Windows.Media.Capture namespace is 
described<http://msdn.microsoft.com/en-us/library/windows/apps/windows.media.capture.aspx>
  - does anyone know if this is downloadable and for use in Windows 7?
