Figured it out. Seems that a slight change with this version of Windows maybe?
I added a key called disabled as per the various posts about (one in local machine and one in current user) and instead of putting a minus, I made it a 0. Now I have both the menu option enabled and the hotkey works. No idea why its disabled. Maybe they know it's just going to end in tears and took it off me?
