Figured it out.
Seems that a slight change with this version of Windows maybe?

I added a key called disabled as per the various posts about (one in local
machine and one in current user) and instead of putting a minus, I made it
a 0.
Now I have both the menu option enabled and the hotkey works. No idea why
its disabled. Maybe they know it's just going to end in tears and took it
off me?

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet
Explorer\IEDevTools]
"Disabled"="0"

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\IEDevTools]
"Disabled"="0"
