A good recruiter is pretty valuable but they are few and far between. We went through a very heavy hiring phase where we added about 200 staff over a year and found that most recruiters were very average. Some even actively lied or changed cvs for their candidates.
That said recruiters are best way of getting contract work if that's what you're after.
