Eventually I installed a personal copy of Norton on my work machine, it found 20+ viruses non of which Defender had caught. Then I ran this script to clean up the image. fsutil resource setautoreset true c:\&fsutil usn deletejournal /d /n c:&Dism.exe /online /Cleanup-Image /StartComponentCleanup&&sfc /scannow&Dism.exe /Online /Cleanup-Image /RestoreHealth&sfc /scannow&Dism.exe /Online /Cleanup-Image /StartComponentCleanup /ResetBase&pause After that it's been a joy to use.
