Sadly, that's often true. I'm using RDP to get into this box, and I've done
more IIS resets than I can count, which probably almost as good as a
reboot. I just tried adding IUSR and Authenticated Users to the web root
folder but it does nothing, as I expected.

That fact that I'm wasting hours of my life on what seems to be a stupid
trivial problem indicates there is something utterly rotten with the way it
all works. REST style services just rely on one piddling handler to do the
routing, but where is it, what is it?
