Yes,  our References Committee has an Opposition Chair for all inquiries
referred to this Committee and the Legislation Committee which deals with
Bills referred, estimates, annual reports has a Government Chair (Senator
Knowles).  Quite a few of the same Senators are on both of these Committees.
I'm attaching the References Committee Membership for your info. The
difference between members and participating members is that the
participating members have the same rights of membership, eg can attend
meetings, hearings, etc. but cannot vote.  It is usually only the full
members who are actively involved in this type of inquiry, although Senator
Sue West has a nursing background and is very interested in this type of
inquiry but she is also Deputy President of the Senate which takes up a lot
of time. It is usual for copies of all submissions to be given to the six
full members. Leonie
