Fennel would be the 'aniseed' smelling oil that Rhonda spoke of.  Using as an infusion tea would be ideal.  The mum could also use jasmine and peppermint in a vapourizor or bath (which would help relax her).  She should avoid herbs in cooking such as rosemary, sage and thyme.  Geraniumas mentioned by Rhonda is in fact used for engorgement and your mum should not use it while building up supply.  My 'never fail' method is the old wives remedy of stout ... which I have to avoid now as my boobs become huge.
 
When I had my prem last year (1382gm) I found the milk supply very slow to estabish despite have successfully breast fed 3 FT babies previously.  I was still producing colostrum nearly 10 days later.  I found using a hot compress in the form of a wheat bag before and just as I started to express helped things flow along.  The hospital should have a lactation consultant speaking with the mum as well.  Contact with her baby and counselling are just as important as anything else.

Give that mum lots of cuddles and an extra one from one premmie mum to another ... she's gonna need it.
