You may be able to write to insurance companies, but I doubt it will do much good, if doctors want to do it (which they often do), they will 'think up' a medical reason, as they do for elective inductions
the blood pressure is up, the baby is not in a 'good' position etc, the agreement is with the doctor and the patient and insurance companies have no way of 'policing' or 'verifying' these decisions.
