I don't know how you can get the policy changed as a staff member other than encouraging other mw to have OH&S type training that allows for women to be managed in baths - RWH Brisbane apparently do this training through their physio dept and it teaches the mw's how to lift (with assistance) a patient "in trouble" out of the bath using one of those fandangled lifting devices. At least then the OH&S argument could not be used as a stumbling block.
After that you can really only advise women to do what I did - as consumers - and that is demand the right to use the facilities.
