Thanks for those suggestions from everyone.  I have also had trouble with the folded towels floating up and not staying in position.
I contacted the waterbirth international website about this and received the following information if anyone is interested.

Hi Helen,

 Thanks for your question.  We are trialing a new bath pillow, which
 can be used on the floor or side of any bath.  It is filled with
 gravel and water to keep it from floating.  The three women who have
 used it so far, have loved it.

 If you don't want it to add gravel, it will float somewhat, but still
 be very comfortable.  Our price on the seat cushion is $25.

 Over the years, I have also used folded towels, foam gardening pads,
 and children's blow up pool toys - also filled with water and not air.

 in checking out the water-filled seat cushion.

We put a sponge mattress cut to size underneath the linings of our demountable pools.  When using ordinary bath tubs of whatever size or shape, I have found a gel type non-slip bath mat which I clean with dilute bleach.  I have found that folded towels float and can get quite abrasive. I have not found the gel type mat to be generally available, but it is very comfortable.  MM
