You can book into the public RPA birth centre as a private patient, but there aren't many OBs who work there (the birth centre that is, not the RPA). You can't book in as a private patient with a private midwife as they don't have admitting rights with the current insurance problems so if you have a private midwife going with you it would be as a public patient and one of the RPA's midwives would be present as well.
