Have you tried recycling the app pool on the server that isn't working? We had the same issue and the app pool recyle fixed it.

The Action Toolbar adn can't edit any list item (No edit control displayed) for all the lists disappered for all sharepoint site. We have 2 SharePoint Web Front End, works fine on one server but not the other. The style sheets are same. No extra featurer be installed.
