Not that I know. That figure is not actually of "users" but of licenses - which is the number of end licenses that MS sold.
Consider that each internet facing site is considered as a lot of end users...and you will find that the number of 100mil doesn't mean anything really. Potentially, that number can grow in the future to more than the earth population...
