This is a dev farm I'm talking about. Wouldn't this issue affect any 
environment?

Is everyone just sticking with a local VM for development then?

I wouldn't recommend installing VS on server because if there are errors, it's 
going to trigger debugging console. In the environment i'm working on there are 
some issues sometimes with the timer service and it can't restart the service 
because the debugging console interrupts it.

This may seem like a really silly question but does it matter which box within 
the farm this is installed on?

Is the server running Central Administration the usual choice?
