What if you tick, enforce, tick no site categories are mandatory and then click OK and then untick enforce :)

[cid:[email protected]] New SharePoint Site The Site Actions->Create Site link shows the following and will not allow you to create the site without providing values for the mandatory fields shown below. [cid:[email protected]] These are not Site Columns, just the default list columns renamed. Disabling Audience Targeting makes no difference.
