workflow question

Hi Guys,
We need to deploy workflow setting to the production server from staging
server but we are not allowed to edit the workflow configuration on
production server directly so somehow we have to be able to extract the
settings and reapply it to production server.
is this possible to be done programmatically or the only solution is to
develop our own workflow and deploy it as solution instead? but if that's
the case then would I have to reattach it to the list again everytime i
deploy the workflow?
