Features depend on scope... if they are only site related, then you can only use them on the site they are deployed to. Only global features let you use them everywhere and in most cases my features are not global. Global features cause an IISReset on all servers in the farm when deploying/retracting...

The feature.xml file was indeed missing because the feature it referred to was not installed on the Central Administration server I was running stsadm on. It then occurred to me…what if I try running it on one of the WFEs where the feature IS installed. Hey presto! Well you learn something new every day don’t you? At least I do. :) OK. Yes.
