We have a few People and group fields that keep getting messed up with copy operations because the ID in the destination site collection belongs to a different user. I'm running into the same problem with setting the publishing contact for pages between collections via a feature. e.g. <Property Name="PublishingContact" Value="60;#Web Administrator" /> Provided the user exists in the destination site can you just pass the name without the corresponding ID?
