This is actually damn confusing. There's a project and download file of exactly 
the same name on Codeplex - http://ulsviewer.codeplex.com/ - which I've been 
using. It wasn't until I read the feature list below that I realised this 
wasn't the same tool.

Being able to open multiple fields and monitor directories is something that 
was sorely missing from the Codeplex project. I'm not so sure about the command 
line operations though. :)

ULSViewer allows users to open a ULS log file and display its contents in a 
user friendly format. Users can then perform advanced functions such as 
filtering, sorting, highlighting, loading logs, appending logs, etc in order to 
single out the data that is important to the user. This information can be used 
to diagnose problems with machines running ULS services, or to monitor machines 
and the events they create in realtime.
