I created a new web app and a new site collection, and I still get this error. 
I cannot modify anything on the site even though I am the site admin.

Hi All

I have taken a backup of a site collection, than restored it to a different web 
app (on another server) and I get this when I click on the Site Actions, rather 
than the usual menu (with Site Settings).
I can get to the Site Settings page using the browser URL, but I am wondering 
what's causing this to occur?
