If it's any help, I just started again with a Blank Meeting Workspace and hit the same issue.
What's odd is that if I change the settings to "Subsites can use any site template", then the template is present on the Create Site screen. It's not a solution but it's better than nothing. I have created a meeting workspace using the Multipage Meeting Workspace template. I have done little more than apply a different master page and custom the homepage layout and some list views. I create a template from the site and it gets added to the site template library. No problem, no error. I go to Page Layout and Site Template Settings and add the new template to the allowed group. When I then try to create a site, the template is not available under the Custom group and. Worse still, if I go back into the Page Layout and Site Template Settings screen, the template is no longer in the allowed templates list! I have rebuilt this site three times with the same result. If it's at all relevant, the site I'm trying to create the template from is three levels deep. - i.e. root -> subsite -> mastertemplate.
