Was there a custom provider that was deployed via solution?

Does sounds like dreaded customisation not using the standard navigation 
providers.

If that's not the case, just check the navigation and control aren't cached.

Hi everyone

Just a quick question hopefully.  Do you know if the menu structure (top 
navigation) in SharePoint 2007 is held in a different database to the standard 
WSS_content database?

I've just has a technician do a restore of the content database into our dev 
environment and while the content itself is correct the top navigation has not 
changed to the new structure.
