This is definitely a user security setting. Is the site in trusted sites?

You can disable this dialog box for forms and templates on the client PC.

But I think you may also be able to circumvent this by constructing your
URLs using the the
SP.UI.ModalDialog.showModalDialog<http://msdn.microsoft.com/en-us/library/ff410058.aspx>method.
Just a thought.

Or consider changing  ClientInstalled=*true *to *false *and see if that has
any effect.
