I does "do it" for... Search Engines though. Having many words in the URL that are dash delimeted is good for SEO, improves search engine ranking. What's wrong with long descriptive names in a page URL? Are you trying to conserve bytes being sent across your network cables?
If you were to do this though - I too prefer a Client-Side implementation of this compared to event receivers on pages libraries. Going back to the original question of "naming sites". Call them whatever makes most sense to you. I agree with the point of keeping URLs short. The site name should be descriptive enough for users to know what the site's purpose is. also recommend not using spaces or any other funny characters in URLs as they get http url encoded, such as spaces being turned into %20 etc. I also recommend you tell your users to enter a description when creating sites.
