You can create the private@ using the self service portal:
https://selfserve.apache.org/
There are options to create other MLs as well: user, security, ... etc.

To move existing MLs I think you'll need an INFRA jira and confirm with the
ASF INFRA.

Also need to update .asf.yaml to point to the new website URL.
