Description:
Add the standard server side code for command handling.
The components should to be updated including
*OzoneManager*
-> *KeyManager* / *KeyManagerImpl*
-> *OMMetadataManager* / *OmMetadataManagerImpl*
The PR on this issue also added *OMTrashRecoverRequest* for handling request
with OMHA.
