Few Other tests pass, without any config change. (Few of tests failing, I think which is not related to this PR) Removed one of the test which is testing with lower time out, as now we directly use ratis client watch time out, below test testWatchForCommitForRetryfailure already tests similar behavior. And also we cannot commit this until RATIS-796 gets committed. Once it is committed, will update to the latest RATIS version and run the tests again.
