Remove ozone client ratis config, and make use of HDDS-2896 which makes use of direct raft client config. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-2920 ## How was this patch tested? Existing UT and acceptance tests should cover. In this PR, we use direct Ratis Client Config instead of ozone config. Also removed ozone specific watch time out. Updated RATIS version which has RATIS-796 included.
