HDDS-2717 adds a new chunk layout implementation to write one file per block,
decoupling write size for new containers. The old layout still writes each
piece of data from the client into a separate file, ie. server-side and
client-side chunk size settings are still connected. This affects existing
containers, created with the old layout. It may also affect new containers if
a config setting is introduced to allow choice of layout for administrators.
