Summary: Handle ContainerAction and CloseContainer

Only leader SCM will handle closeContainer and ContainerAction. After it's
closed on leader, leader needs to applyTransaction so that followers willÂ
record this. Follower doesn't need to close container right away. But it's
selected as leader, it needs to replay the RaftLog to updates its containInfo.
