TimedOutTestsListener cannot be added globally because it is in
hadoop-hdds-common, which is not accessible in hadoop-hdds-config (since the
latter is a dependency of the former). The listener and related classes
(GenericTestUtils, etc.) should be extracted into a separate module to be used
by all others.
