Summary: Support object expiration TTL setting at bucket level

At bucket level, allow end user to set a expiration ttl rule to allow the
object to be deleted after a period of time.
It's guaranteed that the object will exist at least ttl time. After the ttl
time, user still have the change to get the object if it's not deleted already.
