Description:
This Jira is to cleanup old write path code in OM. As the newly added
request/response code is also used for non-HA, we can cleanup the old code. And
also this integrated code is tested for few days. So, this will be good time to
cleanup old code. Cleaning up old code is also causing trouble for some patches
fixing write path now they need to update in 2 places.(Because if we change a
constructor, then it will require change in 2 places)

1. Let write-operation in OzoneManager Protocol be *default* and throw
*Exception* that indicates unimplemented.
