It is currently organized as <ozone.metadata.dirs>/<service>/certs, keys to
avoid introducing additional configuration keys. In the case of multiple
service on the same host, if you don't want certs/keys of different services
share the same root, we can define ozone.metadata.dirs differently for
different service like CM does.
