Now, after start a cluster, we cannot write data to the Ozone cluster until the
safemode exit.
We know there are some rule don't passed now, we know there are some rules, but
don't know well about the status of each rule.
So, i think it would be better if we return more information about the safemode
rule status when get status from Ozone cluster.
