The Ratis snapshot file used by the Datanode contains a serialized map of
containerId to BCSID. To ensure that changes to this logic is upgrade/downgrade
proof, the file needs to be versioned. We could add a version field to the
'Container2BCSIDMapProto' proto message that is serialized into the file.
